Is PR Worth It for Startups? When to Choose PR vs Outbound vs Content

After meeting with 500+ tech founders, Joseph Tannous breaks down when PR pays off, and when outbound or content will do more for your business.

Founders ask some version of this every week: should we spend on outbound, content or PR? The answer depends on three things: the price of your offer, who your ideal client is, and how big your business is.

Outbound: best for high-ticket, niche offers

If you sell high-ticket (at least $2k) to a clearly defined, niche audience, outbound is the fastest lever. It works whether you're pre-revenue or doing $100M+, and you can start it yourself for free.

Content and ads: best for low-ticket, broad audiences

If you sell low-ticket (under $1k) or to a broad, B2C-like audience, content beats outbound. It also supports high-ticket sales by nurturing leads you reach through outbound. Very few companies scale past $10M without it.

PR: best for breaking through a revenue ceiling

PR works for both high-ticket and low-ticket offers, and for niche and broad audiences. But it isn't for pre-revenue startups that aren't backed by investors.

It's most powerful for investor-backed startups and companies doing $5M+ a year that feel stuck. When customer acquisition costs keep rising, doing more of what worked stops working. PR gets more people to know you, shows them your edge, and makes them trust you before the first call.

Fix your messaging before you spend on PR

PR drives attention to your website. If visitors can't tell what you do, that attention is wasted. A quick test: hand your site on a phone to an elderly person, then to a 12-year-old. After 30 seconds, ask what they understood. If they can't explain it, simplify your messaging first.

The short answer

  • Pre-revenue and not investor-backed: start with outbound and content.
  • Investor-backed, raising, or selling to enterprises: PR builds the trust that shortens deals and rounds.
  • Doing $5M+ and stuck: PR is usually what takes you to the next level.

Frequently asked questions

Is PR worth it for early-stage startups?

PR is worth it for investor-backed startups and companies doing $5M+ a year. Pre-revenue startups without investors usually get more from outbound and content first.

Should I do PR or outbound first?

If you sell high-ticket to a niche audience, start with outbound. Add PR when you need credibility for fundraising, enterprise deals, or breaking through a revenue ceiling.

What should I fix before investing in PR?

Your website messaging. If visitors can't understand what you do within 30 seconds, extra traffic from PR won't convert.
